'For conspicuous gallantry and devotion to duty near Gouzeaucourt Wood during the period 7th September, 1918, to 12th September, 1918. Rifleman Bailey carried important despatches to the Front Line Companies, the routes to and from which were heavily shelled both by H.E. and gas, but on no occasion did he fail to deliver the messages entrusted to him. During the whole of the operations Bailey showed unexampled gallantry and devotion to duty and always performed his duties with great cheerfulness which was a great inspiration to his tired comrades.'
