Military Cross 'For gallantry and devotion to duty. In connection with the Passchendaele operations in October 1917, this Officer was engaged in the preliminary work of cable burying. In discharging this duty his men were frequently subjected to heavy shell fire but, in the face of almost insurmountable difficulties, Lieutenant Best, by his fine examples, of bravery and cheerfulness, inspired his men to such efforts as to carry the work to a successful issue. In the later fighting at Passchendaele his skill and gallantry were no less conspicuous. His contempt of danger, combined with his complete grip of difficult situations, were an inspiration to his NCOs and men and were the means of turning into successes what otherwise might have been failure.'
