'Operations: British Front near Beaudignies. For conspicuous gallantry and devotion to duty. During the advance on 23rd October 1918, owing to casualties, Private Raines became the only remaining runner in his Company. The result was that all the Company running fell to his lot, and he was kept going at high pressure throughout the operation. He carried many of his messages under heavy machine gun and shell fire. It was due to his efforts that the Company Commander concerned was kept informed of the situation during the advance. During the whole operation Private Raines displayed great devotion to duty and his work was of a very high order.'
